Starting position
The client entered as a challenger in a seat lost in the previous two cycles, with organisational presence concentrated in the town and effectively absent across the rural blocks.
The challenge
The party machine had atrophied outside the urban core. Booth committees existed on paper in roughly a third of polling stations, and the previous campaign had spent heavily on visibility in areas that were already voting for it.
Strategy deployed
Booth-level decomposition identified 96 booths where the seat was actually decided — and where prior spending had been minimal.
Segmentation showed the decisive movement lay with first-time voters and women in the industrial periphery, not the traders the campaign had historically courted.
The message was rebuilt around local employment and transport connectivity, tested for recall in Tamil before adoption.
Resource allocation was inverted: the majority of candidate time and canvasser hours moved to the priority booth set.
