WhatsApp reaches more Indian voters more reliably than any other channel available to a campaign. It is also the channel campaigns misuse most consistently, usually by treating it as a mailing list.
Why bulk messaging underperforms
An unsolicited message from an unknown number is deleted. Worse, it registers as an intrusion, which means the campaign has spent money to make a marginally negative impression on someone who might otherwise have been persuadable.
The platform’s actual power lies in forwarding: a message that reaches someone through a group they belong to, from a person they know, carries the credibility of that relationship. That mechanism cannot be purchased. It can only be built.
Architecture over volume
- A structured group hierarchy — booth, ward, constituency, worker — with defined admins and posting rules.
- Content designed to be forwarded: short, visual, self-contained, and useful or interesting on its own.
- Consented contact lists built through missed-call campaigns, event sign-up and digital forms, with consent recorded.
- Frequency discipline. The fastest way to lose a group is to post in it four times a day.
The compliance dimension
Under the DPDP Act 2023, consent must be specific, purpose must be stated, retention must be limited and withdrawal must be honoured. Purchased voter phone databases satisfy none of these conditions. They are also, in our experience, of poor quality — which means campaigns take on real legal exposure in exchange for badly targeted reach.
Where a consultancy processes voter data supplied by a client, it does so under that client’s instruction as data fiduciary. That relationship should be written down before any data changes hands, not afterwards.
The silence period catches people out
Scheduled messages and running campaigns must stop before the 48-hour silence window. Every campaign intends to do this and a surprising number fail, because the shutdown depended on an individual remembering rather than on a checklist someone signed.
